Use the following names for license plates and Hold L + R then press A while you highlight the "OK" button

FUZZ - Police Officer

Play As Snoop Dogg
At the map screen press R, L, Up, Right, Left, Down, Z, Z, A, Y, X, Y. Do something that saves your game and then exit to the main menu. From your missions page you can highlight the snoop dogg head in the left hand corner to play "DOGG PATROL".

Get All Fighting Upgrades
Go to the map screen and press Up, Down, Up, Down, A

Get All Gun Upgrades
Go to the map screen and press Right, Left, Right, Left, A

Get All Driving Upgrades
Go to the mapscreen and press Left, Right, Left, Right, A

Heavier Car
Go to the map screen and press Down, Down, Down, A.  For this to work you have to be in a car before opening the city map.

All Garage Cars
Go to the map screen and press Down, Up, Down, Up, A. 

Change Car Color
When you are on the title screen. You press and hold L and R. while holding L and R you move the control pad up and choose your car color.
